Stepnoy Viktor Serafimovich graduated from the Tomsk Institute of Radio Electronics and Electronic Engineering (TIRiET); at present - Tomsk State University of Control Systems and Radioelectronics (TUSUR) in 1970. Since 2009 he has been working at the Department of Telecommunications and Fundamentals of Radio Engineering (TOP) as the head of the laboratory and senior lecturer.
